I honestly think it was one person not knowing what to do.  Like it was said, they were telling everyone not to shoot the base (same woman told me), but then everyone was shooting the base out there, and we had several museum staff talking to us.  I figured they were out there to watch us, but if they were, they said nothing when we'd point the cameras at the base as the aircraft landed.
