I posted a picture of it on another board I frequent and they ID'd it right away. It's a rapscor like the hawk, but I don't know anymore about them, except I see them hover quite a bit, and they can even back up in flight.

Temperature above the dew point though with 50% humidity and 80% cloud cover.
