Looks like an old DHC-8-202Q Dash 8.  It was previously operated by Horizon Air and a quick search on FAA's Registry Inquiry reveals that the owner is now Win Win Services LLC out in Delaware.  Where did you take this?

Sorry for the lame image. It was way out of range but I was interested in the mounts in the front. Anyone know what they are used for?
