In this case I don't think the police will stop you from taking pics at a civilian airport, unless tour using a firearm to shoot with. Even if you encounter Federal Officers, mostly thay will only tell what the law is, and if you respectfull and cooperate with the officers, they should leave you alone and move on to someting else

The police will give you a quick look over and If you check out OK, they will leave you alone.

I remember reading this in the Tuesday edition of the San Diego U-T Newspaper.

Jet engine sucks in baggage container
2:00 a.m. May 12, 2009
LOS ANGELES – A metal baggage container was sucked into an engine of a Boeing 747 as it was leaving a terminal gate at Los Angeles International Airport yesterday, authorities said. No one was injured.
Japan Airlines Flight 61 to Narita, Japan, was pushing back from the Tom Bradley International Terminal about 1:30 p.m. when one of the jet's four engines ingested a container on the baggage cart, which was being towed nearby, an airport spokesman said. The big metal container became lodged in the outer left-side engine. The 245 passengers and 18 crew were taken back to the terminal.
Federal authorities were investigating.
