What is this?

I was on a company picnic on the USS Midway when I saw this guy cruise by.  I have now Idea what it is, doesn't look like it is/was American.  Only clue i have is the Tower has a "10" on igt.

Its a Iwo Jima class LPH....... not sure which one , they now launch missles off it for testing.

I saw in in San Francisco bay  last year and did some reseach........its unpowered and goes offshore and shoot missles..
