I don't know if you have anyone in your groups that fits this job description, but if you do, could you get the word out to them.  Anyone who is interested and qualified can contact me and I will push them in the right direction.

For some reason, I am thinking that among the group of talented people that belong to your organizations, we should have someone who meets the requirements.
