Airshows and varying restrictions

I am wondering to myself why each airshow that is held on a military base has such different list of prohibited items?  I was just looking at the list from Aviation Nations held at Nellis. You are not allowed to bring in any ice coolers and only water in clear plastic bottles only. At Miramar, you can bring in small ice chests. I would think all DoD would establish a policy for airshows. Would be nice that they all follow the same guidelines.

While DOD establishes basic security guidelines. It is up to local bases to set forth guidelines for that individual air show Based of applicable local threat levels and the
policy of the Base Commander.  Most Air Shows on Military bases or at Civilian Airports hire individual venders to make available liquid refreshments for air show attendes. The matter of ice chests or clear plastic bottles is set by what the refreshments contractor can provide, and government and civilian security agencies based on local area security threats. Again IT's up to the local Base Commander or Civilian Air Show Coordinator to say what you can bring in.

It is almost as they don't want people coming to the shows with all the restrictions they put on us the spectators. It is funny when you read no water and no backpacks allowed. How would you even carry your camera gear? When I went to Wings over Houston, they were not allowing people to bring in backpacks but since I had camera gear in my mine it was okay.

The restriction on coolers is done for the benefit of the vendors just as much as it's done for safety.

This was from a poster on FenceCheck about what happened at Lackland:

NO backpacks were allowed, no bags for your folding canvas chairs, NO CAMERA BAGS OF ANY TYPE were allowed, women were told no purses (I only witnessed one woman not being allowed to bring her purse in) No tables at the security check points - this was interesting trying to hold, sunscreen, cameras and  lenses, CF cards and two chairs (took my 70 yr old dad) Sign outside of gate said Small diaper bags, small camera bags and small purses - but as typical with the military the right hand did not know what the left was doing. Even after I pointed the sign out to one of the SF dudes he responded. "Orders Sir" to which I responded "Thank you" I was at Gate 11

Hope the people at Nellis won't be the same way.
